  • September 5, 2024 Update - Council awarded Tender No. RC-2024-04 for the construction of the Hallville Community Park to Cornwall Gravel Company Ltd. for the stipulated price of $1,841,394.89 +HST - Council Report 
    • The tender stipulates a substantial completion date of July 18th, 2025, and a full completion date of August 15th, 2025
    • The tender is for Phase 1 and 2 which includes the following:
      • Parking lots and pathways
      • Outdoor rink/multi-use court
      • Playgrounds
      • Maintenance/washroom building (septic system, water supply)
      • Basketball half key
      • Pavilion
      • Parking lot lights and underground electrical conduits for future pathway lighting
  • August 23, 2024 Update - Tender No. RC-2024-04 has now closed
    • There were a total of five (5) bids submitted, and all have been sent to the consultants for their review (Novatech).
    • A report is expected to be presented at that September 5th Council Meeting, staff is looking forward to updating residents following the meeting. 
  • August 2024 Update - Tender No. RC-2024-04 is now open with a closing date of Wednesday, August 21, 2024 at 2:00pm
    • This tender is for Hallville Community Park in regard to the construction of the parking lot, asphalt pathways, community rink/multi-use court, basketball court, pavilion, playgrounds, washroom/mechanical building, well and septic system.

  • July 2024 Update - Over the past year, staff have been working closely with Novatech to develop and refine the engineering plans. These plans detail the following major elements of the park:
    • Entrance and parking area
    • Stormwater management and grading plan 
    • Location of major amenities, including the playground equipment, pickleball/tennis/rink, half-court basketball area, pathways, bathroom/service building and pavilion
    • Lighting and landscaping plans
    • Septic system, sewage pump station and water service plans 
  • January 2024 Update - North Dundas awarded the playground equipment tender and the pavilion tender to Playground Planners.
  • April 2024 Update - North Dundas staff completed some land and brush clearing within the area to be developed to ensure the contractor wouldn't be disturbing any nests or active animal habitat.
  • May 2024 Update - North Dundas awarded the rink equipment tender to Welmar Recreational Products Inc. 
  • Other 2024 Updates 
    • Following the award of the rink and playground equipment tenders earlier this year, Novatech has been incorporating the final details of these selected products into the detailed engineering plans. 
    • Staff have been concurrently working with Novatech to design pedestrian improvements and protected crossings on County Road 1 to ensure that residents that live in Hallville will have safe access to the park.
    • The final tender is anticipated to be ready in early August and awarded in late August, with Council approval happening shortly thereafter. Once the contract is awarded, the contractor will be able to start anytime, with the final completion of the work anticipated in Fall of 2025. 
    • Knowing that lots of onsite activity is expecting to take place between now and winter, the North Dundas Recreation & Culture Department team is committing to making sure this webpage is updated at least once per month or anytime a major development worth celebrating is achieved. 

 

  • November 2023 Update - Three concept design plans for what the Hallville Community Park could be are now posted to the documents section. The final playground design may vary from the concept plans. A survey was released this month to gather feedback from the community on which concept design plan they prefer, this survey is now closed. More updates coming soon. 
  • August/September 2023 Update:
    • The culvert was removed at the Kelso St. entrance to the park. A 14-meter culvert with appropriate base and cover was installed. Some trees were removed in order to facilitate the culvert replacement, but the removal was a part of the approved design plan.
    • Engineered design plans were finalized for the Celest St. culvert. Construction is currently being explored.
    • The survey of properties along County Rd. 1 was obtained and forwarded to Novatech. A request to finalize the recommended layout of the multi-use pathway and the design of the crosswalks was sent to Novatech.
    • The power and lighting design plans were reviewed and are being finalized by the mechanical & electrical engineer.
    • Hydro One completed the layout design for the power to the park. They subsequently issued the Customer Service Contract, which was signed and returned promptly with the required payment, so that the work can be initiated.
    • Pricing was obtained for the supply and installation of a chain link fence along the Celeste St. culvert. 
    • The well has been drilled and capped.
    • A layout was received from Novatech, which indicates recommendations for slightly widening Kelso St. in Phase 3 of the park development, to accommodate two lanes. This is required for the secondary park access which is on Kelso St.
    • Updated pricing was received for the outdoor rink, which will include fencing on the dasher board posts around the perimeter, in order to accommodate tennis being played in the multi-purpose park amenity. 
    • Donated soil was spread to rectify drain blockages.
    • Novatech advised that the Director of Recreation & Culture to issue a RFP for the play structure and playground components. The selected provider and quote will be identified in the tender for the park General Contractor (GS) services. The GS will then be responsible for all coordination.
    • The layout for the washroom & mechanical building was reviewed and finalized. Pre-fab buildings are being explored for delivery times, pricing, and composition.  
    • The Class D estimate is being finalized.
    • 2025 - Construction of Phase 3 elements
    • 2024 - Construction of Phase 1 & 2 elements
  • Summer 2023 Update: The Environmental Impact Statement Report was completed and received. The test pit sampling is underway. The draft concept plan for the multi-use pathway was received and the request for a new power connection was submitted to Hydro One.
  • On February 7th, 2023 Council approved the award of engineering & landscape architecture services for the park development to Novatech. The firm committed to commencing work right away and has provided the following project milestones: (Read the full Action Request Report online.)
  • 2023 Project Activities:
    • Inspections, testing, surveys, assessments, permits, approvals
    • Well drilling
    • Finalize design plans (concept, septic, stormwater management, mechanical, electrical, pathways, playground, multi-use rink, pedestrian crossings, amenities)
    • Review Class B cost estimate
    • Issue drawings and specifications to the Township for tendering purposes
    • Assist during tendering, review bids and provide recommendation(s) for award of contract(s)
    • Lead start-up meetings with Contractors and Municipal Representatives
  • The Township released a Request for Proposal (RFP), seeking proposals from qualified bidders to provide professional engineering and landscape architecture services for the park development. The RFP closing date is Monday, November 21st. Awarding the RFP is anticipated to be on Wednesday, December 7th, 2022.
  • During the September 13th, 2022 Council Meeting, Council approved Concept Plan Option B and authorized staff to proceed with Phases 1 & 2 of the Hallville Community Park Development. Read the full Action Request Report online. 
  • On September 12th, 2022 the new “Hallville Community Park” sign was erected, as well as funding signage. 
  • The public comments from the open house were brought forth to the August 9th, 2022 Council Meeting for consideration. Council has requested more information before a decision. Read the full Action Request Report online.
  • Open house comment forms were handed out to people who attended the July 25th, 2022 meeting and are available for pick up/drop off at Loughlin’s Country Store (1738 County Rd.1, Mountain) and at the Township of North Dundas Office (636 St. Lawrence St, Winchester). The deadline to submit the completed form is 12:00pm on Friday, July 29th, 2022.

    Where will the crosswalk be located to allow residents from the west side of the village to cross County Road One safely to enter the new Brian Telford Memorial Park?

    Thank you for your comment and interest in the Hallville Community Park project. There are two pedestrian crossings planned, one will be close to St. John Street and the other close to Loughlin's Country Store at Kerrs Ridge Road, both allowing residents to cross Country Road 1 safely.
